Os ataques terroristas de 11 de setembro de 2001, mudaram as percepções de segurança nacional/internacional e a segurança humana. As intimidações de grupos rebeldes provenientes dos Estados falidos, têm deixado o sistema internacional em constante estado de alerta. Isto porque as atrocidades nos atentados e a frequência dos acontecimentos, apresentam uma real problemática a segurança global. Devido a complexidade do sistema internacional, reduzir as ameaças não é uma tarefa fácil, principalmente porque essas estão ligadas a falta de poder empregado por algumas nações. Por vezes, os Estados são coniventes ou ineficientes para proteger os direitos humanos e garantir a aplicabilidade do Direito Internacional, o que demanda intervenção externa para assegurar os mesmos. Mas além do Direito internacional, existem organizações que estão empenhadas no propósito de proteger a segurança humana e seus direitos, a exemplo da Organização das Nações Unidas. Mediante ao exposto, esse artigo buscou compreender como a ameaça do terror influencia a segurança e a estabilidade do sistema internacional frente ao Direito Internacional. Assim, aplicou-se o método bibliométrico e o trabalho utilizou-se da revisão sistemática, o que reduziu a pesquisa a quatro artigos que foram analisados de modo a entrelaçar a temática do terrorismo no sistema internacional e a não aplicação dos direitos internacionais ligados aos direitos humanos. O estudo expõem que, as ameaças provenientes de extremistas e seus atos de terror, têm colocado em dúvida a eficiência da segurança global, assim como, o modo que o sistema internacional interage mediante a atuação de atores não-estatais. A pesquisa ainda aborda que, apesar dos esforços de convenções e organizações para combater a guerra e o terror, muitos estudiosos apontam debilidades nos tratados e acordos entre os Estados para cumprir suas obrigações com o direito internacional. Porém, tais medidas seriam fundamentais para o bem estar coletivo e a segurança internacional.||The September 11, 2001, terrorist attacks, changed the perceptions of national/international security and human security. Intimidations from Rebel groups prevenient of failed States have left the international system in constant alertness. This is because the atrocities in the attacks and frequency of events, presents a real problem to global security. Due to the complexity of international system, reduce threats is not an easy task, especially because these are linked to lack of power employed by some nations. Sometimes, States are complicit or ineffective to protect human rights and ensure the applicability of International Law, which requires outside intervention to ensure the same. However, beyond the International Law, there are organizations that are committed to the purpose of protecting human security and their rights, such as the United Nations. Through the above, this paper aims to understand how the terror threat affects the security and stability of the international system facing international law. Thus, the bibliometric method was applied and a systematic review was used, which reduced the search to four articles that were analyzed in order to weave the terrorism issue in the international system and the non-application of international rights linked to rights humans. The study exposed that the threats from extremists and their acts of terror, have called into question the overall security efficiency as well as the way the international system interacts through those actions of non-state actors. The survey also addresses that, despite the efforts from conventions and organizations to fight against war and terror, many scholars point out weaknesses in treaties and agreements among states to fulfill their obligations under international law. However, such measures would be critical to collective well-being and international security.
