The article describes the participation of FIESP in the creation of the institute for pensions of industrial workers (Instituto de Aposentadoria e Pensões dos Industriários) in the 1930's, amidst a scenario of streng thening of authoritarian politics and when Brazil becomes a more closed economy. Analisa, ainda, as mudanças nas percepções empresariais sobre a política social ao final do Estado Novo, quando ganha destaque a presença política dos trabalhadores numa cena política mais aberta.
