O artigo examina o Programa Universidade para Todos - PROUNI, proposto como política oficial de democratização do acesso à educação superior pelo governo Lula e como sua implementação vem se dando no país, particularmente no estado do Ceará. Tomamos o Programa como parte da contra-reforma da educação superior em curso que vem se dando de forma fragmentada, gerando céleres transformações nas universidades. Num esforço de considerar na análise a totalidade social em que se insere o objeto de estudo, procuramos contextualizá-lo à luz da reforma do Estado brasileiro, operada com mais vigor a partir de 1995, como uma das estratégias de superação da aguda crise que o capital enfrenta desde a década de 1970. O Programa é um estratagema utilizado para beneficiar a iniciativa privada mediante a renúncia fiscal, ao mesmo tempo em que obstaculiza a expansão da universidade pública, cuja identidade vem sendo sacudida pela quebra do tripé ensino-pesquisa-extensão. Palavras-chave: PROUNI, ensino superior, contra-reforma, reforma do Estado.|| This paper examines the Universidade Para Todos Program – PROUNI, proposed as an official politic of democratization for access to the higher education by Lula’s government and how its implementations has been happening in this country, especially in Ceará. We face this program as part of the back reform from higher education that has been happening in a fragmented way, causing fast changes at the universities. Trying to consider in this research the social totality that this object is inserted, we try to analyze it under the context of Brazilian State reform, developed strongly from 1995 on, as one of the strategies of overcome the capital hard crises faced since the decade of 1970. The program is a scheme used to benefit the privatization by the tax-free, while it creates obstacles to the public university expansion, which identity has been shacked because of the break of the tripod teaching-research-extension.
