A água, por ser uma necessidade social e um recurso fundamental aos seres vivos, carece da mais ampla atenção, no tocante à sua gerência. Uma gestão empenhada e que garanta ao mesmo tempo justiça social e sustentabilidade ambiental, em torno dos recursos hídricos, se faz necessária. Contudo, o empenho local é algo fundamental neste processo. Diversas mudanças na legislação sobre recursos hídricos no Brasil têm ensejado alterações políticas no gerenciamento dos mesmos. Tais modificações culminaram na criação de Comitês de Bacia Hidrográficas como forma de se democratizar o sistema, visto que os Comitês são órgãos deliberativos considerados fóruns de debates. Palavras chave: Recursos Hídricos, Participação Popular, Gestão Hídrica. || The water, besides being a social necessity and an essential resource to living things, it lacks the wider attention regarding its management. A committed management and to ensure both social justice and environmental sustainability around the water is needed, however the local commitment is key in this process. Several changes in the legislation on water resources in Brazil have occasioned changes in the management of these policies. These changes culminated in the creation of River Basin Committees as a way to democratize the system, since the committees are deliberative bodies considered in discussion forums.
