With the crisis and the fiscal adjustment in Brazil after the economic miracle, some actors have gained space in the financing of urban policies, among them the World Bank. The Bank 's performance influenced the way to implement urban policies here in Brazil, but little is known about the policy decision - making process with the participation of this international actor and the effects of these policies. The article contributes with a case about Line 4 - Yellow of the Subway of São Paulo to show that local actors have an important participation in the decisions about such policies and that they constitute a perverse form of progress, in which the most modern ideas of the multilateral agencies serve to make up for the late here.||Com a crise e o ajuste fiscal no Brasil pós-milagre econômico, alguns atores ganharam espaço no financiamento de políticas urbanas, dentre eles o Banco Mundial: sua forma de atuação influenciou a forma de implementar políticas urbanas aqui no Brasil, mas ainda se sabe pouco sobre o processo decisório de políticas com participação deste ator internacional e sobre os efeitos destas políticas. O artigo contribui com um caso sobre a Linha 4 – Amarela do Metrô de São Paulo para mostrar que os atores locais têm participação importante nas decisões sobre tais políticas e que elas constituem uma forma perversa de progresso, na qual as ideias mais modernas das agências multilaterais servem para repor o atraso aqui.
