This work is about the dwelling issue in Brazil, in the beginning of the XXI century, and the main challenges that the government have been facing concerning the implementation process of the new politics for the area. In the beginning, it presents a brief overview of the treatment that the issue has received during the prior administrations. It also discusses the programs and strategies created and developed during the 90s and also those that were used as a reference for the creation of the national program. It focus the Dwelling Project (Projeto Moradia), which is the basis for the President Lula voting program for the habitation politics and urban area, showing the conditions faced by the government, as well as the proposals for the project implementation.||O trabalho aborda a questão da habitação no Brasil, na virada do século XXI, e os principais desafios enfrentados pelo atual governo no processo deimplementação da nova política para a área. Inicialmente, apresenta um breve histórico do tratamento que a questão recebeu durante os governos anteriores, assim como expõe os programas e estratégias criados e desenvolvidos ao longo da década de 90 e que serviram de referência para a formulação do programa nacional. Focaliza, em seguida, o Projeto Moradia, base do programa eleitoral do então futuro presidente Lula para a área da política habitacional e urbana, expondo as condições efetivamente enfrentadas pelo governo, assim como as propostas para implementá-lo.
