This article analyzes the organization of the public force and taxation in the province of Maranhão, carried out by the local political elite. This will be done focusing on two institutions: the Provincial Legislative Assembly and the Presidency of the Province. I will describe and analyze the central issues that were under the responsibility of the provincial deputies in a state under construction; at the same time, I will observe the performance of the provincial presidents in relation to the projects approved (or not) in the Provincial Assembly, and how they exercised their legal prerogatives (such as the veto).||Este artigo analisa a organização das armas e a fiscalidade da província do Maranhão, realizada pela elite política local. Isso será feito a partir de duas instituições: a Assembleia Legislativa Provincial e a Presidência da Província. Farei uma descrição e análise desses temas fundamentais que estavam sob a responsabilidade dos deputados provinciais num estado em construção; em concomitância, observarei a atuação dos presidentes da província em relação aos projetos aprovados (ou não) na Assembleia Provincial, e como exerceram suas prerrogativas legais (como o veto).
