Launched by the Brazilian Federal Government in October 2009, the Program to Accelerate the Growth of Historic Cities (PAC) should devote, in the next few years, R$890 million for the preservation of national historical heritage, an amount unprecedented in this area for our country. This article will, first, scrutinize the idea of integrated conservation to analyze, in light of its principles and methodologies , the purpose of this program, as presented in documents submitted to the various actors involved. Esse trabalho vai, num primeiro momento, esmiuçar a idéia da conservação integrada para, à luz de seus princípios e metodologias, analisar a proposta deste programa, como foi apresentada em documentação encaminhada aos diversos agentes envolvidos. Em seguida, num estudo de caso, analisaremos o processo de montagem do Plano de Ação da cidade de Sabará, realizado no âmbito deste programa em 2009, e pactuado entre os diversos agentes em 2010.
